World Congress of Families (auch WCF) sind internationale, religiös-familistisch orientierte und - inzwischen - jährlich tagender Kongresse, mit Sitz in den Vereinigten Staaten[1].
Organisation
Eines der Ziele der Kongresse ist die Restauration der „natürlichen Familie“, um so das Fundament der Gesellschaft zu sichern.[2] In ihrem "mission statement" heißt es:
"Our mission is to help secure the foundations of society by uniting and empowering leaders worldwide to respect, protect, and defend: * the natural family founded on marriage between a man and a woman; * parental rights and the welfare of children, including their need for both a mother and a father; * the dignity and sanctity of all human life from conception; and * freedom of speech, religion, and conscience in an atmosphere of respect for all."[3]
Grundlage des World Congress of Families bzw. des IOF ist zudem die Kaptstadt-Erklärung, in der es unter anderem heißt:
"Eine zivilisierte Kultur schützt deswegen die Ehe und mit ihr die ganze Gesellschaft. Sie fördert die Treue und betrachtet Sex außerhalb der Ehe als Missbrauch. Sie schützt vor Pornografie, Promiskuität und Scheidungen; und sie schützt, indem sie jedem Versuch, die Ehe umzudefinieren, die Stirn bietet: weder gleichgeschlechtliche, noch Gruppenbindungen, weder sexuell offene, noch zeitlich befristete Gemeinschaften sind als Ehen anzuerkennen."[4]
Gründung
Die Grundlagen für den WCF wurde 1995 von Allan C. Carlson gelegt und waren ein Projekt des The Howard Center for Family, Religion and Society in Illionis. Nach Angabe von Claudia Ciobanu waren an der Gründung auch Anatoly Antonov and Viktor Medkov von der Moskauer Staats-Universität beteiligt.[5][6]
Kristina Stoeckl schreibt auf Grundlage eines Tagebuchs von Allan Carlson:
"Antonov machte Carlson mit vielen Menschen in Moskau bekannt, mit Akademikern, Intellektuellen und Politikern. Er brachte ihn dazu, den Fachbereich Soziologie und das Zentrum für Bevölkerungsstudien der Moskauer Staatsuniversität zu besuchen, wo der amerikanische Gast im Forschungsinstitut für Familie (Institut Sem'i i Vospitaniia Rossiiskaia Akademiia Obrazovaniia) der Russischen Akademie für Bildung unter der Leitung von Sergei V. Darmodekhin herzlich empfangen wurde. Carlson schreibt in seinem Tagebuch voller Stolz: "Er [Darmodekhin] zeigte mir eine Kopie meines Artikels aus dem Jahr 1989, 'A Pro-Family Income Tax', der vor zwei Jahren in einer sozialwissenschaftlichen Zeitschrift erschienen war, in russischer Übersetzung. Dieser Artikel, so sagte er, habe 'großen Einfluss' auf die Beamten der Russischen Föderation, die sich um eine Umstrukturierung der nationalen Einkommenssteuer bemühen [...] Darmodekhin lud Carlson zu einer Zusammenarbeit mit dem Moskauer Forschungsinstitut für Familie ein. Der russische Gastgeber hatte einen Entwurf für ein Kooperationsabkommen zwischen dem Institut und dem Howard Center vorbereitet. Die Vereinbarung beinhaltete laut Carlsons Tagebuch die Erstellung gemeinsamer Publikationen und Übersetzungen im Bereich der Familiensoziologie, die Entwicklung eines gemeinsamen Forschungsprojekts, den Austausch von Material und Informationen sowie die Ernennung Carlsons zum Mitglied des wissenschaftlichen Beirats des russischen Forschungsinstituts für die Familie.[7]"

Der Kongress wurde dann, so Kuby, "den russischen Gastgebern" überlassen.[16]
Darüber hinaus organisiert das IOF Regionalkongresse wie z.B. 2019 den WCF African Regional Conference in Accra/ Ghana und 2023 zusammen mit der ECR Party im EU-Parlament in Dubrovnik/ Kroatien den European Congress of Families.

Der elfte World Congress of Families fand vom 25. bis zum 28. Mai 2017 in Budapest, Ungarn, unter der Schirmherrschaft von Staatspräsident Victor Orban statt.[22] An ihm nahmen rund 3.000 Menschen teil. Veranstaltungen des Kongresses fanden unter anderem im nationalen Parlament und anderen symbolisch wichtigen Orten statt. Viktor Orban hielt eine Begrüßungsrede. Außerdem nahmen laut einem Artikel im Guardian Mitglieder der russisch-orthodoxen Kirche wie Alexei Komov (mit Verbindungen zu Wladimir Putin), Natalia Yakunina (Vorsitzende der Organisation “Sanctity of Motherhood”)[23] und Dimitry Smirnov am Kongress teil.[24] [25]

Die us-amerikanische Aktivistin Susan Shelter teilte nach Angaben des Southern Poverty Law Center (SPLC) mit, dass die Teilnahme am World Congress of Families in Genf 1999 dazu geführt habe, dass sie 1999 die antifeministische Organisation Global Helping to Advance Women (Global HWAC) gründete. Global HWAC war die Vorgängerorganisation von Family Watch International.[39]
